Guidelines for submitting papers to DICE - 2027
All submitted papers shall undergo an independent peer-review process through the Microsoft CMT conference management system. Each paper shall be reviewed by a minimum of three independent reviewers with relevant technical expertise and no conflict of interest. Double-blind review shall be followed, and acceptance decisions shall be based solely on peer-review outcomes. Editorial-only review or acceptance without peer review is not permitted.
All submitted papers must be original, unpublished, and not under review elsewhere. Accepted papers shall undergo plagiarism/similarity screening using an IEEE-approved plagiarism detection tool. The applicable similarity threshold shall not exceed 30%, with appropriate filters applied. Papers involving plagiarism or other ethical violations may be rejected immediately and may be reported to IEEE where required.

AI tools, including generative AI systems, may be used only for limited language refinement or formatting assistance. AI tools shall not be used to generate technical content, experimental results, analysis, datasets, tables, references, or complete manuscripts. Authors remain fully responsible and accountable for all submitted content, and any permitted use of AI tools must be explicitly disclosed in the manuscript.
Reviewers and Technical Program Committee (TPC) members shall not upload submitted manuscripts to public AI systems or use AI tools to summarize confidential submissions. AI shall not be used for autonomous paper acceptance or rejection decisions. AI may assist only with permitted administrative activities such as similarity checking or administrative sorting, while all final technical decisions shall be made by qualified human TPC members.
All reviewers shall have relevant technical expertise, remain independent of the authors, and be free from conflicts of interest. Individuals involved in manuscript management, reviewer assignment, evaluation, or final decision-making shall maintain appropriate independence. Personal, institutional, or professional relationships shall not influence the evaluation or acceptance of any paper.
At least one listed author of every accepted paper must present the paper at the conference. Presentations shall be conducted in person. Remote, virtual, or recorded presentations shall not be permitted except where explicitly approved by IEEE for exceptional circumstances. Papers not presented by an author will be treated as no-show papers and shall not be included in the conference proceedings or submitted to IEEE Xplore, in accordance with the applicable policy.
Every accepted paper must be presented at the conference by at least one of its listed authors. The presentation format, whether oral or poster, shall be determined by the Technical Program Committee. Authors are expected to attend and present their accepted papers in person as part of the conference participation and publication requirements.
Authors are responsible for ensuring the originality, technical accuracy, ethical integrity, and authenticity of their submitted manuscripts. Registration, affiliation, designation, or other non-technical factors shall not influence acceptance decisions. Authors must comply with the conference review, publication, presentation, and applicable IEEE requirements.
Authors are requested to carefully read all submission and conference policies before submitting their manuscripts. Submission of a paper indicates that the authors agree to comply with the applicable peer-review, originality, plagiarism, AI usage, conflict of interest, presentation, and no-show requirements.
